Mark Shelburne has joined Novogradac & Co. after 13 years with the North Carolina Housing Finance Agency.
A low-income housing tax credit (LIHTC) expert, Shelburne is a national thought leader on allocation policy, supportive housing, and program compliance. At the state housing agency, he coordinated the LIHTC program’s qualified allocation plan, initiated award-winning programs, and wrote a book about LIHTCs.
At Novogradac, Shelburne will consult with state agencies, local governments, investors, lenders, and developers on housing issues. He will be based in the firm’s Raleigh, N.C., office.
