National CORE Names Chief Development Officer

Alexa Washburn has been appointed chief development officer at National CORE, a nonprofit developer serving more than 25,000 residents.

In the newly created position, Washburn oversees public affairs, planning, acquisitions, and development.

In 2023 and early 2024, the organization opened 579 new apartment homes at eight communities. Nine more developments under construction will add 1,135 new apartments, and, by the end of 2024, construction will begin on 379 more apartments in seven additional communities.

Washburn previously served as National CORE’s senior vice president of planning and acquisitions.

Holladay Ventures Names CFO

Affordable housing industry veteran Evan Voight has joined Holladay Ventures as its chief financial officer.

Voight has more than 15 years of experience in the industry, including leading the finance departments at Kittle Property Group and TWG Development. More recently, he was a principal at Alderbach Development.

Holladay Ventures specializes in developing and investing in workforce, attainable, and mixed-income communities.

National Church Residences Elevates Three

Brianna Mettler, Julie Woolley, and Carrie Dean have been promoted at National Church Residences, an Ohio-based provider of health care services and housing options to more than 60,000 older adults.

Mettler has been elevated to senior vice president of senior living and senior services. In her new role, she oversees operations for all senior service and senior living departments, covering home health, hospice, community wellness, support services, and senior care management, as well as operations at 16 senior housing properties in Ohio and Florida that include a variety of options such as independent living, assisted living, and skilled nursing. Mettler, whose tenure at the organization dates back to 2006, has 1,200 employees under her direction.

Woolley, who joined National Church Residences in 2017 as associate general counsel, has been promoted to senior vice president. She manages the in-house legal team, providing advice on a wide variety of topics, including governance, litigation, corporate structure and transactions, risk management, entity management, privacy, and corporate compliance. Her extensive legal expertise continues to guide the organization through various legal matters while overseeing the department’s staff of six and leading the corporate compliance committee.

Dean, who joined National Church Residences in 2016, has been elevated to vice president of development closings. She leads a team of five staff members responsible for closing low-income housing tax credit-financed projects, acquisitions, and select refinance transactions. Her extensive closing experience and leadership enables the development department to pursue complex real estate and financing structures to build and maintain the organization’s real estate portfolio.

Connected Communities Foundation Announces Leadership Moves

Paula Popeo has joined the Connected Communities Foundation (CCF), a Boston-based nonprofit dedicated to advancing community-based programs for affordable housing residents. She will lead the organization’s fundraising and philanthropy efforts.

Popeo, development fund manager, is CCF’s first executive-level hire and brings more than 25 years of professional development experience, having served as an assistant vice chancellor at the University of Massachusetts Boston, development director for Bristol Community College, and, most recently, principal gift officer at Suffolk University.

Perks has been with Connected Communities for seven years and previously served in resident services for WinnResidential, the property management arm of WinnCompanies. A human services professional with experience as a case manager and program director, he most recently served as a program manager with PATH, one of the largest nonprofit developers and social services providers in California; and

  • The appointment of Ivy Chandler as team lead for the Midwest region, including multifamily clients in Illinois, Michigan, and Ohio. Chandler brings a wealth of social work experience to the role, including work as a program manager in permanent supportive housing. She also worked at Jonathan Rose Cos., where she served as a program manager on the social impact team.

Connected Communities was created in 2017 as an internal department of WinnCompanies, an award-winning national owner, developer, and manager of high-impact apartment communities, with a mission of offering more robust and relevant resident services for Winn-owned and managed properties. IMPACT Community Capital Announces Appointment

Luke Rottmann has been named managing director of investor relations and capital markets at IMPACT Community Capital, a leading private debt and fixed-income investment manager.

He is responsible for cultivating and strengthening relationships with institutional investors, consultants, and stakeholders while driving strategic initiatives to support IMPACT’s growth and impact objectives.

Rottmann previously served in leadership roles at White Oak Partners, Rockpoint, and Prologis.

Founded by major insurance companies, IMPACT has a 26-year track record of impact investing, primarily in affordable housing.

Pathway Lending Names President of New Affordable Housing Initiative

Matt Wiltshire has been named senior vice president of affordable housing at Pathway Lending, Tennessee’s largest nondepository Community Development Financial Institution, and president of the newly created Pathway Affordable Housing Corp.

Pathway Affordable Housing Corp. will initially focus on acquiring affordable multifamily housing units, investing in those communities, and deepening their affordability, said organization leaders.

This new initiative will extend its impact through the acquisition, rehabilitation, and development of properties in Davidson County and surrounding counties with plans to expand throughout Tennessee.

Wiltshire previously served as the chief strategy and intergovernmental affairs officer for Nashville’s Metropolitan Development and Housing Agency (MDHA), facilitating the creation of six mixed-income, affordable housing developments, totaling over 525 units. He also supported MDHA’s collaborations with the private sector to facilitate the development of an additional 3,500 units.
