
A 65-unit affordable housing development for residents 62 and older has opened within a new master-planned community in Lake Forest, California.
C&C Development and Riverside Charitable Corp. recently completed The Meadows Senior Apartments for older adults earning between 30% and 60% of the area median income.
The complex is within The Meadows master-planned community by Toll Brothers that includes single-family and multifamily housing integrated with significant open space and community amenities.
Residents benefit from close proximity to transit, adjacent parks, and the Lake Forest Clubhouse Senior Center.
“The Meadows Senior Apartments is an exciting opportunity for C&C Development to partner with Toll Brothers, a leading Southern California home builder, and the city of Lake Forest, to deliver highly amenitized senior housing to Lake Forest residents in a way that seamlessly integrates with The Meadows luxury master-planned community,” said C&C Development principal Todd Cottle.
Situated in a single two-story building, units at The Meadows Senior Apartments range in size from approximately 600 to 800 square feet. All units are Americans With Disabilities Act accessible and adaptable.
Common amenity space includes a kitchen, a laundry room, a leasing office, a supportive services manager office, and verandas with a barbecue pavilion. The property is also adjacent to a community park and a dog park.
The Meadows Senior Apartments also marks the first C&C Development community to feature pickleball courts, providing a central hub for activity and social interaction.

In addition, the developers incorporated sustainable design elements and practices, such as drought-tolerant landscaping, energy-efficient HVAC systems, photovoltaic systems, and Energy Star appliances.
Residents will receive on-site supportive services from LifeSTEPS, a leading provider of resident services for affordable communities within California.
Financing for the $31 million development includes low-income housing tax credits and tax-exempt bonds through the California Tax Credit Allocation Committee, California Debt Limit Allocation Committee, and California Statewide Communities Development Authority. The other funding partners include Bank of America, the city of Lake Forest, Orange County, OC Housing and Community Development, and the Orange County Housing Finance Trust.
With The Meadows, C&C has developed 30 affordable housing communities in Orange County, as part of its Southern California portfolio.
