To create the Phoenix Apartments in Providence, R.I., Omni Development Corp. and WinnDevelopment redeveloped housing that was foreclosed upon by federal officials in 2009.

The project was formerly known as Medina Village. Adding to the scattered-site project’s complexity, the Department of Housing and Urban Development required the 83-unit Phoenix Apartments to retain the same unit and bedroom count as the original development.

The majority of units are set aside for residents earning no more than 50 percent of the area median income. All apartments have Sec. 8 rental assistance.

Financing for the $20.9 million development came from a variety of sources, including low-income housing tax credits and the Neighborhood Stabilization Program.
