Norstar Development USA and Pinellas County Housing Authority partnered to dramatically rehab and modernize the French Villas public housing development in St. Petersburg, Fla. The new Landings at Cross Bayou includes 184 units serving households earning between 30% and 50% of the area median income. Nineteen of the units are set aside for special-needs households.

The relocated families from the French Villas development were given a preference to return to the Landings at Cross Bayou and now comprise a majority of the households. Resident services include an after-school program for children, an employment assistance program, as well as health and nutritions screenings and classes.

The former buildings and units had become functionally obsolete with significant structural problems, including a failing sanitary sewer system and mold.

The new development, which underwent a complete gut rehab, includes new sanitary sewer and potable water systems, more efficient unit floor plans, Energy Star appliances, and programmable thermostats.
