The city of Olympia was integral to the development of Billy Frank Jr. Place. The city oversaw the remediation of the brownfield site and sold it to the Low Income Housing Institute for $100,000. The fair market value of $900,000 for a privately owned site of about the same size would have shorted the resources needed for the development.
The 43-unit project serves homeless veterans, homeless young adults, disabled individuals, and the chronically homeless.
