HUD Appoints Regional Leaders

Antonio Riley, executive director of the Wisconsin Housing and Economic Development Authority, has been selected as a regional administrator for the Department of Housing and Urban Development (HUD). Riley will be responsible for overseeing HUD programs and services in six Midwestern states: Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin.

Derrith Watchman-Moore will serve as HUD's regional administrator for four Great Plains states. She will oversee HUD programs in Iowa, Kansas, Missouri, and Nebraska. Watchman- Moore recently served as COO for the Navajo Housing Authority. Prior to that, she had been deputy cabinet secretary and senior policy adviser for New Mexico's Environment Department.

Jane Vincent has been selected as regional administrator for the mid- Atlantic region that includes Delaware, the District of Columbia, Maryland, Pennsylvania, Virginia, and West Virginia. She had been senior vice president for development at the Delaware Community Foundation, a public charitable institution, while also serving as president of The Vincent Group, a firm that specializes in affordable housing market research and support to nonprofi ts and housing authorities.

NHC Creates New Posts

Mary Hanlon has been named vice president of policy and advocacy, and Lynn M. Ross has been named COO, at the National Housing Conference. Both are newly created positions.

Hanlon has been the principal and owner of Hanlon Development & Consulting, working out of New York City, Washington, D.C., and Portland, Ore. She has provided consulting services to private companies, nonprofit organizations, and government agencies on a wide range of housing issues, including development finance.

Hanlon served as a senior staff member at HUD, where she worked with former secretary Henry Cisneros.

Ross will also serve as COO of the Conference's research affiliate, the Center for Housing Policy. She joined the organizations in 2007 as director of state and local initiatives. She was responsible for the education, outreach, and technical assistance strategies of both organizations.

RBC Tax Credit Group Names Regional Director

Stacie Altmann has joined RBC Capital Markets' Tax Credit Equity Group as regional director for originations in the California office.

She is responsible for originating low-income housing tax credit (LIHTC) investments, working with affordable housing developers and sponsors throughout the West.

Prior to joining RBC, Altmann was director of project finance for USA Properties Fund in Roseville, Calif.

Phipps Group Adds Executives

The Phipps Houses Group, a prominent nonprofit housing developer in New York City, has two new executives.

Robert Pigott has joined as corporate vice president and general counsel for The Phipps Houses Group of Cos., and Dianne Morales is the new executive director and CEO of its social services affiliate, Phipps Community Development Corp.

Pigott was recently chief legal offi cer and corporate compliance officer at Fidelis Care New York, a tax-exempt managed-care organization administering government-sponsored health insurance.

Morales was vice president of programs at Single Stop USA, a national antipoverty organization. She also served as executive director of The Door, an agency that provides services to at-risk youths and young adults in New York City.

New Executive Leads MHDC

Margaret Lineberry is the new executive director of the Missouri Housing Development Commission.

She is responsible for overseeing the agency, which administers a number of housing finance programs, including the allocation of LIHTCs in the state.

Prior to taking this post, Lineberry practiced law with both Lineberry Law Firm and Shook, Hardy & Bacon.

Love Funding Announces V.P.

Peter Wessel has joined Love Funding's Denver officer as a first vice president and senior loan originator.

He will be responsible for the origination of Federal Housing Administration (FHA)–insured construction and permanent loans for developers and owners of multifamily and health-care properties.

Wessel brings more than 26 years of real estate and finance experience to the firm. Before joining Love Funding, he served as director of FHA national production for a national mortgage banking company.
