Susan Popkin, an Urban Institute fellow in the Institute’s Metropolitan Housing and Communities Policy Center, shares her insight into the troubles at the New York City Housing Authority (NYCHA) in this Q&A with Emily Peiffer, a writer at the nonprofit research organization.

Federal officials recently filed a complaint alleging that NYCHA covered up housing quality problems and lied for years about lead paint and other hazards. The housing authority has reached an agreement to correct safety hazards in its buildings. In addition, a court-appointed monitor will oversee the City's corrective action plan and will ensure compliance with the Consent Decree.

Popkin discusses the factors that led to NYCHA's problems and why similar problems may be happening in other cities.
