Phoenix House, a 69-unit permanent supportive housing development in Atlanta, celebrated the completion of a $10.5 million redevelopment.

The Washington, D.C.–based National Housing Trust-Enterprise Preservation Corp., in partnership with Tapestry Development Group and 3Keys, acquired Phoenix House, at the end of 2016 and soon began the redevelopment.

“It has been great experience working with Tapestry and 3Keys on this redevelopment,” says Scott Kline, senior vice president at NHT-Enterprise, a nonprofit that has preserved nearly 4,000 affordable housing units since 1999. “This is our first property in Atlanta, but it most definitely will not be our last. We are excited to continue preserving Atlanta’s affordable housing with the many partners and connections we have here.”

The redevelopment of Phoenix House included substantial renovation of one residential building and two community buildings as well as the demolition and new construction of two buildings. All of the units are new, energy efficient, and set aside for residents earning no more than 60% of the area median income. Additional rental subsidy is provided by the Department of Housing and Urban Development Shelter Plus Care and a project-based rental assistance contract from the Atlanta Housing Authority. Residents will be supported by on-site management and supportive services.

This property has been an essential tool in ameliorating homelessness in Atlanta and now will continue to be for several more decades,” says Jon Toppen, managing principal at Tapestry, an Atlanta-based nonprofit affordable housing developer and consultant.

3Keys is another nonprofit that operates affordable housing with on-site supportive services for adults facing mental illness and homelessness.

“We have thoroughly enjoyed working with NHT-Enterprise and Tapestry on this project,” says Darlene Schultz, 3Keys president and CEO. “Phoenix House was our very first facility, and it has been revitalized and will provide safe, affordable, beautiful housing for its 69 residents for many, many years.”
