Columbia Residential Appoints COO


Ken Clark, a veteran of the affordable housing industry, has joined Columbia Residential as chief operating officer. He is based in the firm’s Atlanta headquarters.

Clark will provide executive oversight for the financial operations of the company’s business units, which include accounting, finance, human resources, and corporate compliance functions for the Columbia companies.

With more than 30 years of real estate, finance, and operations management experience, he has served in several executive and senior-level roles with housing authorities across the Southeast. He has also held senior-level operations roles in the public and private sectors, including leading his own affordable housing consulting business, which provided its clients with strategic services related to real estate transaction structuring, technology, and financial operations.

Columbia Residential operates in Florida, Georgia, Louisiana, Tennessee, and Texas, with an active development pipeline. It manages more than 10,000 affordable and mixed-income housing units in some 75 communities.

CHFA Names Director of Community Development


Kristi Budish has been promoted to director of community development at the Colorado Housing and Finance Authority (CHFA).

Budish has been a member of CHFA’s staff since 2010, most recently serving as manager of commercial operations and underwriting.

As director of community development, Budish will lead a team responsible for multifamily lending, housing tax credit allocation, and business finance, supporting CHFA’s mission to strengthen Colorado by investing in affordable housing and community development.

Todd Del Tufo has been elevated to senior vice president of asset management and acquisitions for Enterprise Community Development (ECD).

Part of the senior management team at ECD, he oversees the company’s portfolio of multifamily communities. His primary responsibilities include asset protection and risk mitigation. Del Tufo’s department is responsible for acquiring naturally occurring affordable housing, strategic dispositions, refinancings, insurance, security, property taxes, and revenue management.

Del Tufo joined the organization in 2009.

Rocky Mountain Communities Names Finance VP


Su Chae has been appointed vice president of finance at Rocky Mountain Communities (RMC).

Chae will oversee all finance and accounting functions for RMC, including owning annual budgets, overseeing cash management, structuring and negotiating loan and partnership documents, managing partnerships in cooperation with legal counsel, annual audits, and more.

Her accomplishments include managing a $240 million investment portfolio, managing a multifaceted organization with four distinct lines of business, and leading an organization’s financial operations during an extended absence of a CEO.

Prior to joining RMC, Chae worked as the director of finance and accounting for NextFifty Foundation. She has also worked for Habitat for Humanity of Metro Denver, Seniors’ Resource Center, and Heather Gardens Association.

Denver-based RMC owns 11 communities, providing 1,539 affordable housing units for underserved populations statewide, while also managing an additional 300 units through its Pillar Property Services entity. Since its founding in 1992, the nonprofit has responded to the need for housing and program services for more than 16,000 families.

Quadel Adds to Team


Brooke Etie has been named a director at Quadel, a leader in providing training solutions to the affordable housing industry.

With nearly 20 years of experience in the affordable housing industry, Etie will focus on Quadel’s remote technical assistance engagements and oversee the training department, ensuring front-line staff are equipped to deliver high-quality affordable housing nationwide.

Prior to joining Quadel, she served as vice president of the Housing Choice Voucher program for the Dallas Housing Authority, where she led the program to achieve Section Eight Management Assessment Program high-perform status for nine consecutive years.

Etie is also an active member of the housing community, serving on the board of directors of the Texas chapter of the National Association of Housing and Redevelopment Officials.

Hawaii Nonprofit Announces Executive Director

Anders Lyons

Anders Lyons has been appointed executive director of Hale Mahaolu, a nonprofit affordable housing provider in Maui County, Hawaii. He previously served as the organization’s board president.

Lyons takes over the role from Grant Chun, who is retiring after leading the nonprofit since 2017, announced Hale Mahaolu, which has a portfolio of 13 properties with more than 1,000 affordable housing units. The organization is also engaged in the planning, entitlement, and funding for an additional 450 units of affordable housing on Maui, including Liloa Hale in Kihei, a 117-unit senior housing property scheduled to begin construction this summer.

Lyons previously served as a consultant at Kapalaea Consultants, where his work included guiding clients through complex approval processes at state and county agencies. Prior to that, he was executive director of the Hawaiian Islands Land Trust and held leadership positions at Maui Nui Botanical Gardens

The nonprofit also reported that Trevor Tokishi has been named board president.
