Utah Housing Announces CEO

Utah state treasurer David Damschen announced that he is resigning effective April 30 to become president and CEO of the Utah Housing Corp.

He will begin May 3, taking over from Grant Whitaker who is retiring after 42 years with the organization, including 12 years at its helm. Whitaker also had served as board president of the National Council of State Housing Agencies.

Damschen has been state treasurer for more than five years and served as chief deputy state treasurer for seven years.

UHC was created as a public corporation by state legislation in 1975 to provide affordable financing of single-family homes and apartments for people of low and moderate incomes. The organization provides financing and down payment assistance to home buyers and resources to developers building or renovating affordable apartment projects.

HDC MidAtlantic Appoints VP of Property Management

Wendy Smith has been named vice president of property management at HDC MidAtlantic.

She is responsible for the strategic direction and performance of HDC’s property management operations, which includes more than 3,000 affordable apartments in Delaware, Maryland, and Pennsylvania.

Previously, Smith served as asset and operations manager for a leading real estate firm based in New York City, which owns over 11,000 affordable homes across the country. Since 2008, she has held regional roles in property management for for-profit affordable housing companies.

McCormack Baron Salazar Hires VP of Planning and Design

Darryl Vandever has joined McCormack Baron Salazar as vice president, planning and design. He will oversee the design activities of individual projects from inception through financial closing. He also will work closely with external design teams and internal project management teams at the beginning of each project through master planning and into the design phase.

In addition, Vandever will solicit proposals and contracting for master planning, architectural, and engineering consultants required for each project. He also will review and analyze the proposed designs and the various reports from consultants and act as a liaison regarding this information within McCormack Baron Salazar, a leading developer of affordable and mixed-income communities.

Vandever recently worked at the architectural firm Hastings+Chivetta, where he was contract administrator.

National Church Residences Names CFO

Robert S. Walter, CPA, has been named executive vice president and chief financial officer of National Church Residences, effective May 1.

He will join the organization after five years as CFO at EWI, where he served as chief financial spokesperson and shaped the organization’s strategic and tactical approaches to operations, business strategy, capital funding, and resource management. His career also includes 15 years at Scotts Miracle-Gro and five years with Deloitte & Touche.

Walter served on the National Church Residences’ board of directors from 2010 to 2019 as a member of the finance and audit committee and as prior chairman of the investment committee.

He succeeds Tanya Hahn, who will continue with the organization as a senior adviser.

Headquartered in Columbus, Ohio, National Church Residences serves more than 42,000 seniors through its array of housing and health care services. The nonprofit has 340 communities in 25 statess.

Wallick Communities Promotes Malone

Sarah Malone has been promoted to CFO at Wallick Communities, where she will oversee all company finance activities and acquisitions.

Malone joined the firm in 2018 and served as senior vice president of asset management. In her new role, she will continue to oversee asset management and acquisitions in addition to all financial activities, leading a team of 26.

Based in New Albany, Ohio, Wallick Communities serves the affordable housing and senior-living markets and manages 180 affordable and senior communities across the Midwest.

Jamboree Announces Promotions

Natalie Reider has been named vice president of community impact and Karen Hammond has been named vice president of human resources at Jamboree Housing Corp.

Reider joined the organization in 2015 as the director of community impact. In that role, she organized the management team responsible for Jamboree’s family and senior services programs. In the last six years, she has developed a research and data model designed to measure the impact of affordable housing in the communities Jamboree serves.

Hammond has worked her way up the ranks of the nonprofit since she began on a part-time basis at Jamboree in 2006. Since then, Hammond has helped Jamboree grow from 15 employees to more than 100 employees.

Headquartered in Irvine, California, Jamboree develops, acquires, renovates, and manages affordable rental and ownership housing throughout the state. It has $1.1 billion in affordable housing projects in its development pipeline and a portfolio value of $3.2 billion that includes the development of and/or ownership interest in more than 9,300 homes in more than 96 California communities.

Wells Fargo Names Grants Manager

Reed Jordan has become the Housing Affordability Philanthropy grants manager at Wells Fargo.

He is accountable for managing grant agreements aligned to social impact transformation and innovation efforts focused on uncovering housing affordability policy solutions.

Based in New York, Jordan recently served as senior policy adviser at the New York City Department of Housing Preservation and Development’s Office of Policy and Strategy. Previously, he worked as a Harvard Kennedy School Rappaport Public Policy Fellow with the Massachusetts Executive Office of Housing and Economic Development in Boston.

The Wells Fargo Foundation has a strategic focus to create positive societal outcomes by working with stakeholders to address housing affordability, small business growth, financial health, and environmental sustainability and human rights.

Industry Veteran Joins Rose Community Capital

Edgar Morales has joined Rose Community Capital as director of Federal Housing Administration (FHA)/U.S. Department of Agriculture (USDA) loan originations. He is based in the firm’s Los Angeles office.

He recently worked at Bonneville Multifamily Capital, where he served as director of Rural Housing Services and FHA lending programs. Earlier, Morales served as a senior loan analyst for the multifamily guaranteed loan division at the USDA Rural Development national office. He also has served as a MAP senior underwriter for the Department of Housing and Urban Development (HUD), where he was directly responsible for underwriting and closing HUD’s fist transactions under their FHA Tax Credit Pilot and Rental Assistant Demonstration programs.

NHC Announces Policy and Research Director

Luke Villalobos has been named policy and research director at the National Housing Conference (NHC).

Prior to joining NHC, Villalobos worked as a legislative advocate for land use and finance at Housing California, working directly with developers, service providers, tenant organizations, and legislative staff to spur the production and preservation of affordable housing statewide.

Previously, he worked closely with developers to address local barriers to production, overseeing the Love Your Neighbor Initiative in the Office of the Mayor in the city of Riverside, California. Villalobos was also part of a team that created a program to build tiny homes for the homeless on faith-based land.
