National Church Residences has announced several updates to its leadership team within the affordable housing management and housing development departments.

Donna Walker has been named vice president of property management. In her new position, Walker is leading the implementation of affordable housing strategic initiatives, managing day-to-day operations, and overseeing the property management leadership team. She has more than 25 years of multifamily management experience across a range of housing sectors. Her expertise spans Class A market-rate properties, mixed-use developments, Department of Housing and Urban Development (HUD) subsidized housing, senior housing, and low-income housing tax credit (LIHTC) communities.

Joe Largey has been promoted to vice president of housing operations. He joined National Church Residences nearly three years ago, and his promotion comes after a successful tenure as interim vice president of property management. Largey’s new role will include overseeing key functions such as housing processes, housing compliance, maintenance, and housing data analytics. With nearly 30 years of experience in affordable housing, property management, and asset management, he will support the ongoing success and operational goals of the organization’s property management efforts.

Sarah Branch has been elevated to vice president of housing development. Her experience in affordable housing development spans more than a decade and includes managing communities across six states. Her leadership has been instrumental in securing financing and navigating the LIHTC program to meet the growing demand for affordable housing in several southern states. Before joining National Church Residences, Branch worked in asset management and development, including redeveloping brownfield sites into vibrant, affordable communities in the metro Atlanta area.

With more than 350 communities across the United States, National Church Residences is the nation’s largest nonprofit provider of affordable senior housing and the largest manager of service coordinators.

Fairstead Adds to Team

The affordable housing industry veteran has more than 16 years of experience with HUD, serving as director of asset management.

“Ryan’s extensive experience in affordable housing and regulatory compliance makes him an invaluable addition to our team,” said Rob Dunn, managing director, asset management, at Fairstead. “His leadership will help us continue our mission of building and preserving communities where residents can thrive.”

HDC MidAtlantic Names CFO

Sam Jordan has been appointed chief financial officer at HDC MidAtlantic.

He will join the organization’s executive leadership team to oversee HDC’s financial strategies and operations, ensuring long-term sustainability and financial health for the affordable housing developer and operator. His role will include managing resources across the business, overseeing financial planning, analysis, liquidity management, and accounting practices.

Jordan brings 15 years of extensive experience in financial management and real estate, from roles such as director of finance at Solve IT Solutions, controller at Charles F. Snyder Funeral Home, and vice president of commercial lending at S&T Bank.

Based in Lancaster, Pennsylvania, HDC owns and/or manages 3,276 apartments, providing housing that is safe and affordable to those with lower incomes, focusing on seniors, families, and individuals living with disabilities. The organization serves nearly 5,000 residents in 67 communities located in urban, suburban, and rural areas across Delaware, Maryland, and Pennsylvania.

Tapestry Appoints Senior Project Manager

Brian Dollar has joined Tapestry Development Group as senior project manager.

Bringing more than 25 years of commercial real estate experience, he will oversee key development projects, managing all aspects from site selection and financing to construction and lease-up. His experience in both private and public sectors—including his work with institutional investors, private owners, and publicly traded companies—positions him as a critical asset in advancing Tapestry’s growth.

Dollar held key positions at ACRUVA Community Developers, RSHP Group, the Atlanta Housing Authority, Rockefeller Group Development Corp., GE Commercial Real Estate, MetLife Real Estate Investments, and Lend Lease Real Estate Investments. His notable projects include Atlanta Housing’s Civic Center Redevelopment Initiative, a public-private partnership projected to deliver over 1,000 housing units and commercial space.

Based in Decatur, Georgia, Tapestry is an affordable housing developer focused on creating and preserving affordable homes for low-income families, seniors, and individuals with disabilities.

Industry Veteran Joins R4 Capital

Kevin Day has joined R4 Capital as director of capital transactions and asset strategies. He is based in the firm’s New York office.

As part of the firm’s asset management group, Day will play a key role in the disposition of properties within R4’s seasoned LIHTC equity funds, along with refinancing and repositioning assets.

For more than 20 years, Day has managed portfolios in the tax credit industry, representing over $2 billion of real estate assets. Previously, he was senior vice president of portfolio management at Conifer Realty, where he repositioned and/or recapitalized over 30 developments of the firm’s existing 200-property portfolio. Prior to that, he oversaw asset management of more than 10,000 units as vice president of asset management at Fairstead. He has also held positions at AIG and Centerline Capital Group.

Churchill Stateside Elevates Sanderson to President, COO

Devin Sanderson has been promoted to president and chief operating officer at Churchill Stateside Group (CSG), a real estate and renewable financial services company.

He was the first employee of CSG and assisted with the establishment of the company in 2005. Since its inception, Sanderson has been involved in all aspects of the company's growth.

In another move, Dan Duda, senior vice president and national director, has become a partial owner in the company, joining Gloeckl and Sanderson as part of CSG’s ownership team.

BWE Names SVP

Edgar Morales has joined BWE as a senior vice president on the affordable housing team.

His focus will include advising clients on how to leverage both public and private resources to finance complex affordable and workforce housing transactions.

He brings more than 30 years of experience in affordable housing financing to the role, having previously worked as a senior vice president, affordable production, at Colliers Mortgage and as a Multifamily Accelerated Processing senior underwriter for HUD in San Francisco, where he was directly responsible for underwriting and closing the agency’s first transactions under its Federal Housing Administration tax credit pilot and Rental Assistant Demonstration programs.

Nixon Peabody Promotes Attorneys

Nixon Peabody has announced the law firm’s 2025 counsel class.

The recent promotions include several members of the affordable housing and real estate practice and the community development finance practice.

Stratton Constantinides represents clients seeking to navigate the complex network of state and federal environmental regulations. Based in Los Angeles, he has deep experience guiding clients’ efforts to comply with key legislation, including the Comprehensive Environmental Response, Compensation, and Liability Act, Resource Conservation and Recovery Act, Clean Water Act, Clean Air Act, and various state and local equivalents. His practice also includes regulatory compliance work, administrative enforcement, and litigation of civil actions.

Andrew Hahn has a focus on negotiating and drafting critical agreements, ranging from letters of intent and purchase and sale agreements to leases and development documents. Based in Chicago, Hahn has extensive experience in commercial real estate and has comprehensive understanding of all phases of real estate transactions. He works closely with buyers, sellers, investors, developers, and joint ventures, offering expert counsel on deals related to retail, industrial, office, and multifamily housing assets.

Pamela Swanson manages complex community development finance transactions, representing investors, syndicators, and lenders on deals that qualify for federal LIHTCs, and other tax benefits. She is based in Boston. Her work helps lay the foundation for critical affordable housing projects serving populations that sometimes struggle to access secure housing, including the elderly, veterans, and working families.
