Dominium Promotes Archer to Project Partner

Katessa Archer has been promoted to project partner in the Southeast region for Dominium, a leading affordable housing developer, owner, and manager.

She leads developments in Arizona, Georgia, Florida, and South Carolina. In her new position, she will assume an expanded role in leading her own projects on behalf of Dominium from conception through construction completion. She will also continue to recruit and lead teams of associates, analysts, and interns.

Archer joined Dominium in 2018 as a development and acquisitions Intern. Since then, she has been elevated to hold several positions, including her most recent role as a senior development associate. She has overseen nearly $1 billion in project budgets.

Since relocating to Atlanta three years ago, Archer has been instrumental in expanding Dominium’s market presence and advancing the company’s goal of reaching more than 40,000 units by 2025.

Columbia Residential Names VP of Compliance

Yoshonda Stafford, an affordable housing industry veteran with more than 20 years of experience in compliance and property management, has been named vice president of compliance at Columbia Residential, an Atlanta-based developer, owner, and manager of affordable and mixed-income housing.

Her responsibilities include the evaluation and implementation of compliance policies and procedures as well as providing training and oversight for management agents.

Stafford previously managed compliance for a range of affordable housing products, including 4% and 9% LIHTC acquisition-rehabs and multilayered deals with project-based Section 8 vouchers.

Columbia Residential operates in Florida, Georgia, Louisiana, Tennessee, and Texas with an active development pipeline. It manages more than 10,000 affordable and mixed-income housing units in some 75 communities.

Linc Housing Announces Promotions

Linc Housing, a California-based nonprofit developer and manager of affordable and supportive housing, has announced organizational changes and several promotions as it sets out on an ambitious growth strategy through 2027 and beyond.

Ben J. Winter has been elevated to executive vice president, overseeing all of Linc’s housing development activities, corporate development, policy, advocacy, and communications.

Cecilia Ngo has been promoted to senior vice president, joining Anders Plett, also senior vice president, as a key member of the housing development leadership team.

Ruth Smith is senior vice president of human resources and workplace operations.

Effective Jan. 1, 2025, recently appointed chief financial officer Erik Svensson will oversee the asset management team, bringing his financial and real estate expertise to Linc’s portfolio of properties.

Tiphaine Abarca-Lefevre also was named as director of external affairs. Other promotions occurring earlier in the year include Ian Nevarez as director of corporate development and Ian Simpson as director of asset management.

Linc recently finished implementing a three-year strategic plan and is launching a new four-year plan that emphasizes growth in housing and community development, increasing positive impact on Linc residents and neighborhoods, fostering a diverse and robust staff, and elevating Linc’s brand through advocacy and partnerships.

The nonprofit has helped create nearly 9,700 homes in 96 communities throughout California.

Industry Veteran Joins BWE

Dwayne George has joined BWE as executive vice president, leading a national team responsible for sourcing debt opportunities for the firm’s affordable and conventional Fannie Mae, Freddie Mac, and Federal Housing Administration platforms.

With more than 20 years of lending and origination experience, George will diversify BWE’s affordable business, enhance the existing suite of debt product offerings, and manage customer engagement efforts to increase brand awareness. Prior to BWE, he served as the executive vice president and head of production at Merchants Capital.

Capstone Building Opens Tampa Office

Capstone Building Corp. has announced the opening of a regional office in Tampa, Florida.

Th office marks the company’s second regional location outside of its Birmingham, Alabama, headquarters, and reflects its continued commitment to serving its growing clientele in the multifamily housing sector. The firm also has an office in Huntsville, Alabama.

Chase Pattillo joins Capstone Building as vice president of strategic growth, overseeing the Tampa office. With over 25 years of experience in development, site acquisition, and capital markets, he will enhance the company’s predevelopment and preconstruction services.

Since 1997, Capstone Building has completed a diverse portfolio of over 130 developments in 22 states. The company’s projects are valued at more than $3 billion. Its clients have included public and private developers as well as government housing entities.
