Jamboree Adds VP of Business Development

Elizabeth Tracey has been appointed vice president of business development at Jamboree, one of the largest nonprofit affordable housing developers and owners in California.

Tracey will help the organization increase its market share by locating, negotiating, and securing new development opportunities.

The new post allows Jamboree’s development pipeline to continue to grow in every region of California, according to Laura Archuleta, Jamboree president and CEO. Tracey’s focus will be to expand and progress the thousands of units Jamboree develops throughout the state and build new relationships with cities, developers, and service providers.

Most recently, Tracey served as senior principal for LeSar Development Consultants, helping advise developers, governments, and nonprofit organizations focused on housing and economic development. During her time at LeSar, she deployed millions of dollars in capital financing for affordable housing projects for numerous entities. Previously, she worked for several private financial institutions, including serving as senior vice president of the Low Income Investment Fund and vice president in the New Markets Tax Credit Group as well as in Community Development Real Estate at JPMorgan Chase.

Industry Veteran Joins Merritt Community Capital

Chris Long has been named director of investor relations and acquisitions at Merritt Community Capital Corp., a leading provider of equity capital for affordable housing in California.

He joins the Oakland, Calif.-based firm from Bank of America and has over 38 years of real estate and investor experience, including 28 years providing financing for low-income housing tax credit (LIHTC) properties. At various points with Bank of America, Long managed the national direct LIHTC originations platform, managed LIHTC syndicator relationships, sold and syndicated debt portfolios, and was involved with nearly all facets of the origination, underwriting, and asset management of real estate and community development equity and debt. He has also served in leadership roles at AEGON USA Realty Advisors after beginning his career at Wells Fargo Bank and Union Bank. Long is also a former chairman of the Merritt Community Capital board of directors.

DeWees Joins Rainbow Housing


Kady DeWees has joined Rainbow Housing Assistance Corp. as co-director of business development.

She began her housing career on the acquisition team of a syndication firm, focusing on affordable housing developments as well as historic rehab properties for tax credit equity investment. While serving in that role, DeWees spearheaded the creation of a company-sponsored scholarship and employee volunteer program to facilitate a more holistic form of community investment within the company’s affordable housing portfolio, reigniting a passion for community service. She says that led her to join Rainbow Housing, a nonprofit that provides service-enriched programs for residents of rental housing communities.

Based in Atlanta, DeWees is a member of Women’s Affordable Housing Network, volunteers at Nicholas House Family Shelter, and serves on the board of the Ascent Project, a nonprofit dedicated to providing support for underserved children, adults, and seniors through community engagement and nontraditional education avenues.

Millennia Expands Team

David R. Bales has been named executive vice president for operations at Millennia Housing Management.

Most recently, Bales was senior vice president of compliance and operations at Pinnacle Property Management Services in Orlando, Fla.

He will continue to operate from Orlando, with an initial focus on the Southeastern portfolio, where Millennia is preserving numerous developments.

Prior to his tenure at Pinnacle, Bales held leadership positions with Concord Management, United Dominion Realty Trust, and Insignia Management Group. He has earned the designations of Certified Property Manager from the Institute of Real Estate Management and Housing Credit Certified Professional from the National Association of Home Builders. Bales is a real estate broker and veteran of the U.S. Army.

Dominium Announces Hires

Gloria LaFleur has been named a project assistant at Dominium, a leading apartment owner, development, and manager. She is based in the firm’s home office in Plymouth, Minn.

LaFleur is responsible for organizing and managing the project needs of the development department. She previously served as project coordinator at WolfNet Technologies, a company that specializes in real estate searches and custom websites.

Zack Omar has been named a property accountant at Dominium. He is also based in the Plymouth office.

Omar is responsible for day-to-day accounting activities of approximately 12 to 16 properties in his assigned portfolio. Additionally, he is charged with communicating regularly with staff, agencies, and lenders for the success and profitability of each property. Previously, Omar served as a tax preparer for Tri-CAP, a staff accountant for Catholic Charities of the Diocese, and a real estate accountant for CBRE.

Jocelyn Davis-George has joined Dominium as a senior risk analyst in the firm’s home office.

In this role, she is responsible for providing analysis and insights for Dominium’s risk and insurance team, including delivering comprehensive analysis of risk and cost drivers, developing robust metrics, and providing management reporting. In addition, working in conjunction with the insurance accountant, she will oversee the accounting and administration of all insurance claims. In her previous role, she was a risk management analyst for Pearson Education.

Richard Taylor has been named operations manager in Dominium’s home office.

Taylor is responsible for leading the “self-perform” construction team to insure project work is completed on schedule and within budget while upholding quality standards. Taylor also works to ensure all internal and external stakeholders receive open and prompt communication of goals, objectives, and timelines. Additionally, he is charged with team member development.

He brings years of experience in multifamily construction, with a focus of contract negotiation and project management.
