Formerly director of project management, Padley has 13 years of experience at the firm, including leading its team of national construction project managers. His 25 years of construction experience also includes owning his own construction company.

Denver Housing Authority Adds to Team

Tim Beggs has been named director of audit and compliance at the Denver Housing Authority.

He joins the agency with more than 20 years of experience, including working in senior financial leadership and compliance roles at DISH Network, Pattern Energy Group, and, most recently, as director of internal audit at PointsBet.

Robinson+Cole Expands Affordable Housing Finance Practice

Robinson+Cole has announced a significant expansion of its affordable housing finance practice with the addition of six lawyers and six professional staff members from the Washington, D.C.-area-based firm Kearbey Pirulli & Evatt.

Robert Kearbey, Nicholas Pirulli, and Patrick Evatt will join as partners, enhancing Robinson+Cole’s seven-partner team to form one of the country’s largest teams representing banks and financial institutions involved in financing affordable housing.

Kearbey’s experience representing lenders, borrowers, underwriters, bond issuers, developers, and others in commercial real estate provides a valuable perspective on multifamily housing finance. His work includes developing and executing multidisciplinary financing transactions. He recently managed Kearbey Pirulli & Evatt, where he led a team of real estate attorneys representing constituent lenders in the origination,
purchase, securitization, and servicing of bonds and loans financing affordable housing projects. Previously, he served as in-house counsel for Freddie Mac’s Targeted Affordable Housing (TAH) team and the Structured Specialty Products Platform.

Nicholas Pirulli

Pirulli’s practice focuses on representing national lenders in commercial real estate financing transactions for affordable housing projects, including preservation transactions, short-term bonds, and acquisition/rehab transactions. His experience includes advising clients on conventional loan programs, mortgage-backed securities, and capital market executions as well as construction, acquisition, and bridge financing. Previously, he acted as “single counsel” for various Freddie Mac products, including tax-exempt and TAH loans. He has also represented multiple lenders in closing loans under the Fannie Mae M.TEB product line.

Patrick Evatt
Patrick Evatt

Evatt has represented institutional lenders in the financing of affordable housing projects utilizing federal low-income housing tax credits, tax-exempt obligations, and other publicly funded assistance programs. He led an affordable housing and community development law firm in the Pacific Northwest, before serving as an associate general counsel to Freddie Mac, providing legal support and counsel to Freddie Mac Multifamily’s targeted affordable business, helping to develop credit policy and enhance product offerings. Throughout his career, Evatt has served as bond counsel, issuer’s counsel, disclosure counsel, underwriter’s counsel, and borrower’s counsel in a variety of tax-exempt and taxable financings for multifamily housing and community development. He practices from Austin, Texas.

Gilbane Development Expands Affordable and Mixed-Income Housing Team

Gilbane Development Co. (GDC) announced adding more than 10 team members to its affordable and mixed-income housing platform in 2023.

Firm leaders said the expansion reflects the company’s commitment to addressing urgent housing needs by delivering high-quality, sustainable, and inclusive housing solutions to communities across the United States.

Team members joining the company in 2023 include:

· Yarojin “Roj” Robinson, senior vice president, leads the company’s affordable and mixed-income housing team nationwide and is a member of the executive team. Robinson previously worked as a managing director at Goldman Sachs in New York, where he served as a senior leader in the Urban Investment Group;

· Brendan McBride, senior development director, is expanding the affordable and mixed-income housing platforms in the Northeast market. Prior to joining GDC, McBride was the associate commissioner of new construction at the New York City Department of Housing Preservation and Development (HPD);

· Bobvala Tengen, senior development manager, is expanding the affordable and mixed-income housing platforms in Washington, D.C., and the Southeast market. Tengen came to GDC from Foulger Pratt, where he was a development manager;

· Serin Choi, development manager, joins the firm from Mega Development, where she was a project manager, and focuses on the affordable and mixed-income housing platform in the Northeast market;

· Malcolm Rasul, senior project manager, oversees multiple projects in the development and growth of the New York market. Prior to GDC, Rasul was the director of operations for the Capital Projects Division at the New York City Housing Authority;

· George Papadopolous, senior project manager, also oversees multiple projects in the development and growth of the New York City market. Papadopolous was previously a partner/project manager at Precision Capital;

· Omar Tazi, accounting manager, oversees accounting functions and compliance of all affordable housing projects at GDC. He joins Gilbane from the Carpionato Group, where he was an assistant controller;

· Nelson DeJesus Ubri, senior analyst, is responsible for providing financial analysis and advice for the financing, acquisition, marketing, and leasing of affordable and mixed-income housing opportunities. He joins GDC from the New York City Economic Development Corp., where he was a real estate transaction services associate;

· Andrew Olivo, analyst, is responsible for providing financial analysis and advice for the financing, acquisition, marketing, and leasing across the affordable and mixed-income housing platform. He previously served as a project manager in the Office of Development—Division of Special Needs Housing at HPD;

· Samantha Rawlinson, accountant, assists in the accounting functions and compliance of all affordable housing projects. Rawlinson joins from Res/Title;

· Cecil Essien, development associate, is involved with market research, property acquisition, financial analysis, due diligence, and coordination with governmental agencies for affordable and mixed-income housing opportunities; and

· Esme Gonzalez, support assistant, supports the day-to-day needs of the firm’s affordable and mixed-income housing teams.
