Senior Executive Director Joins LISC New York

Blondel A. Pinnock has been named senior executive director of LISC New York, a statewide community investment program that has delivered more than $4.7 billion to advance housing, business, health, education, and jobs across the state.

Pinnock brings more than three decades of experience working in community development, finance, and nonprofit management. She recently served as president and CEO of Bedford Stuyvesant Restoration Corp. in Brooklyn. Earlier in her career, she served as chief operating officer at the Greater Jamaica Development Corp. and chief lending officer for Carver Bank. She also served as senior vice president in community development lending at Bank of America.

The Local Initiatives Support Corp. (LISC) is one of the country’s largest community development organizations. Since its founding in 1979, LISC has invested $38 billion to create more than 552,000 affordable homes and apartments and develop 88 million square feet of retail, community, and educational space.

Pinnock replaces Valerie White, who has taken the reins of LISC’s national housing work.

Vincent Monaco has been named senior vice president of capital markets at OCCH, a multi-state nonprofit low-income housing tax credit (LIHTC) syndicator. 

Prior to joining OCCH, he served as a managing director at CREA, where he led the firm’s multi-investor platform and managed several key institutional investor relationships. In this capacity, Monaco structured national and regional investment funds, directed strategic marketing initiatives, and oversaw the execution and closing of equity funds and bridge credit facilities.

Monaco brings more than 15 years of experience in LIHTC investing, along with over 20 years of broader investment management experience.

Will Pritchard joined OCCH as senior vice president of underwriting. 

Prior to joining OCCH, he was managing director of credit and underwriting at CREA, where he led the development of new processes, procedures, and revisions to investment guidelines, and participated in closing over $2 billion in LIHTC transactions. 

Pritchard brings more than 25 years of affordable housing and community development experience to OCCH. 

Grow America Names Leader

Adam Ennis will become president and CEO of Grow America on Aug. 17.

He brings more than 20 years of experience in community development finance, affordable housing, operations, and nonprofit leadership to the role. He previously served as the organization’s chief operating officer (COO) and chief financial officer.

During his tenure as COO, Ennis played a pivotal role in aligning the leadership and operating model with long-term mission growth, modernizing organizational infrastructure, forging partnerships with investors and other partners, strengthening governance, and securing the organization’s first A+ (stable) rating from Standard & Poor’s. 

He succeeds Daniel Marsh III, who has had a 40-year career at Grow America, including the past 11 years as president and CEO.

Founded as a national nonprofit in 1969, Grow America, formerly NDC, has worked for over half a century to increase the flow of capital for investment in low-income communities. It directs capital to support the development and preservation of affordable housing, the creation of jobs through training and small business lending, and the advancement of livable communities through investment in social infrastructure. 

California Governor Announces Appointments

Tomiquia Moss has been appointed secretary of the California Housing and Homelessness Agency (CHHA). Moss had been serving as secretary of the state Business, Consumer Services, and Housing Agency (BCSH) since 2024. Previously, she was founder and CEO of All Home from 2019 to 2024. Moss’ experience includes serving as CEO of Hamiliton Families, chief of staff for the Oakland mayor’s office, and executive director of HOPE SF within the San Francisco mayor’s office.

The move comes after a reorganization plan dissolved BCSH and created two new agencies—CHHA and the Business and Consumer Services Agency. California Gov. Gavin Newsom announced several more appointments that shift several BCSH officials to similar roles at CHHA:

  • Sasha Kergan has been appointed undersecretary of CHHA;
  • M. Dhakshike Wickrema has been appointed deputy secretary of homelessness;
  • Christina Mun has been appointed deputy secretary of housing finance;
  • Erica Gonzalez has been appointed deputy secretary of civil rights and strategic initiatives:
  • Kaitlin Talbot has been appointed deputy secretary of communications;
  • Anastasia Carney has been appointed deputy secretary of external affairs;
  • Vishesh Anand has been appointed senior adviser; and
  • Patricia Ochoa has been appointed special assistant to the secretary.

In addition, Newsom announced several other moves:

  • Jennifer Hanson has been appointed deputy director of communications at the Department of Housing and Community Development (HCD). Hanson has been assistant deputy director of external affairs at the agency since 2023;
  • Kevin Hefner has been appointed assistant director of external affairs at HCD after serving as senior policy adviser; 
  • Angela Kim has been appointed general counsel at the Housing Development and Finance Committee. Kim has been an attorney IV at HCD since 2022; and 
  • Dave Rand has been appointed to the California Housing Finance Agency board of directors. Rand is a founding partner at Rand Paster & Nelson.
