True Ground Opens 130 Affordable Homes for Seniors in Virginia

True Ground Housing Partners has opened a 130-unit affordable housing development for older adults in Loudoun County, Virginia.

The Linden Senior Residences serves residents 55 and older earning between 30% and 60% of the area median income. It is the nonprofit’s second senior community in Loudoun County.

“The Linden shows what is possible when thoughtful design, resident-centered services, and strong partnerships come together. This community offers residents welcoming spaces, resources to support their well-being, and a foundation to shape their next chapter,” said True Ground president and CEO Carmen Romero. “We are proud that The Linden will expand housing opportunity in Loudoun County.”

The community features 10,000 square feet of amenity space, including a fitness center with specialized equipment for aging adults, accessible gathering spaces, a wellness suite, and a business center. Furnishings such as game tables, outdoor exercise equipment, raised garden beds, courtyard space with a bocce court, and free high-speed Wi-Fi allow residents to connect and build community. Elements of universal design and fully accessible units at The Linden support residents’ mobility and independent living.

True Ground’s CORES-certified resident services program will provide on-site support and programming grounded in resident choice and well-being. Thanks to a partnership with HealthWorks for Northern Virginia, residents can access on-site services to support mental and physical well-being, bringing healthcare resources within reach.

The Linden is an approximately $64 million development, including nearly $33 million in construction costs. Virginia Housing awarded the project both 9% and 4% low-income housing tax credits (LIHTCs), making it True Ground’s ninth project to employ this complex financing model. Truist invested approximately $29 million in LIHTC equity. 

Virginia Housing also provided $14 million in permanent debt, $7.5 million from its Amazon REACH fund, and $1.4 million in trust fund financing.

Additional financing included more than $6 million through Loudoun County’s Affordable Multi-Family Housing Loan Program and $4 million through the state Housing Innovations in Energy Efficiency program administered by the Virginia Department of Housing and Community Development.
