Integral Care is a key partner in a new permanent supportive housing (PSH) community in Austin, Texas.

Seabrook Square II is the third PSH community operated by the organization and represents a critical investment in addressing one of the region’s most pressing public health challenges.

According to officials, the 60-unit development comes as homelessness continues to affect thousands of Central Texans. In 2025, nearly half of people experiencing homelessness in Austin reported becoming unhoused for the first time, underscoring the growing need for solutions that address both housing and healthcare.

Integral Care, Travis County’s mental health authority, is the long-term owner and operator of Seabrook Square II and provides on-site support services.

“Housing is healthcare,” said Jeff Richardson, CEO of Integral Care. “Every door opened at Seabrook Square II represents a chance for someone to move beyond survival and begin building a stable future. Safe housing and a supportive community create the foundation people need to thrive. Our continuum of care approach is embedded in the architecture of the building, from in-house case management offices on the first floor, to a primary and mental health care clinic only 1 mile away. We are proud to join our community partners in expanding opportunities for our neighbors and strengthening the health of Travis County.”

Developed in collaboration with the city of Austin, Austin Housing Finance Corp., Capital A Housing, Camden, Forge Craft Architecture + Design, Raasin in the Sun, and others, the community is named after Austin civic leader Dr. J.J. Seabrook.

The architects, Forge Craft, worked closely with Integral Care leaders and with residents of another Integral Care property to apply trauma-informed design principles.

Residents will have access to 24-hour on-site support staff, care coordination and case management services, food-assistance resources, community gathering spaces and computer access, outdoor green space and a dog walk, and convenient access to a nearby clinic providing primary care, mental health services, and treatment for substance use disorders.

“At Seabrook, its PSH approach follows SAMHSA’s [Substance Abuse and Mental Health Services Administration’s] evidence-based permanent supportive housing model,” said Kristi Kaiser, practice administrator for housing services at Integral Care. “Seabrook is not its first property of this kind. Seabrook Square II is the third permanent supportive housing community Integral Care operates.”

It joins Terrace at Oak Springs and Bungalows at Century Park in Integral’s growing housing portfolio. “At Integral Care, we know housing is the foundation for recovery, and expanding access to safe, stable homes for people experiencing homelessness remains a priority for us,” Kaiser said. “We are always exploring new opportunities to grow, in partnership with the city of Austin, Travis County, and our community partners.”
