Development Sparks Rejuvenation of Historic Stop Six Neighborhood in Fort Worth

Cowan Place Senior Living has kick-started a comprehensive revitalization of the treasured Stop Six neighborhood in Fort Worth, Texas.

It is the first of six federal Choice Neighborhoods Initiative (CNI) phases to be completed in the heart of the city’s historic African American community.

The new property provides 174 one- and two-bedroom affordable units for residents 62 and older. Apartments are set aside for households earning no more than 30%, 50%, and 60% of the area median income.

Former residents of Cavile Place, a nearby public housing development that was recently demolished, were given priority to move into the new community. In addition, nine apartments are set aside for persons at risk of homelessness.

Named after Alonzo and Sarah Cowan, early landowners in the area, the development is the first new senior housing property in Stop Six in more than a decade.

The $42.8 million development embraces elements of universal design and includes several amenities including a library and a theater, a community room, and a fitness center. Residents also have access to on-site case management and social services.

Beyond its own walls, Cowan Place is a catalyst for the overall CNI transformation that will bring approximately 900 new mixed-income units to the Stop Six community.
