Kelly Stays in Philadelphia

Michael P. Kelly has agreed to lead the embattled Philadelphia Housing Authority (PHA).

He has accepted an offer to become permanent executive director of the agency, where he has been serving as the interim leader.

In March, the federal Department of Housing and Urban Development took control of PHA and appointed Kelly to serve as administrative receiver.  He has been on loan to Philadelphia from the New York City Housing Authority, where he has been general manager since 2009.

Kelly, who will serve as both PHA administrative receiver and executive director, will be paid $225,000, more than $100,000 a year less than former Executive Director Carl Greene.

Greene has been the focus of several sexual harassment complaints. He is accused of secretly settling about $648,000 in three claims by female employees.
