Where's the homeownership credit?

The industry has been buzzing about what’s in the President’s 2007 budget proposal, but how about what’s not in it?
In an interesting turn of events, plans for a single-family homeownership credit seem to be missing. The administration had backed a homeownership credit in the past, although the idea never really gained momentum. Anyone have thoughts about what’s going on?
