New Executive Joins IHDA
Gloria L. Materre, former deputy
chief of staff for Gov. Pat Quinn, has
been appointed executive director of the
Illinois Housing Development Authority
(IHDA).
Materre succeeds DeShana Forney,
who resigned after serving in the top
post since 2007.
As executive director of IHDA,
Materre is the state’s chief affordable
housing official. IHDA
administers key financing
programs, including the lowincome
housing tax credit.
Materre joins the agency
after serving in the governor’s
administration since April.
An attorney, she worked with
Quinn on several issues, including
housing and economic
development.
Quinn took office this year, following
the impeachment of former Gov. Rod
Blagojevich.
Materre was recently a senior counsel
at Handler Thayer, LLP.
She earned her law degree from
the University of Illinois at Urbana-
Champaign and has a bachelor’s degree
in journalism from the University of
Wisconsin-Madison.
Seattle Group Hires New Leader
Maiko Winkler-Chin has been
hired as executive director of the Seattle
Chinatown International District
Preservation and Development
Authority (SCIDpda).
She was previously the
group’s director of housing and
facilities. Winkler-Chin was
chosen for the top post after a
national search.
Founded in 1975 as a
city-chartered community development
agency, SCIDpda
has played an important role
in revitalizing the Seattle Chinatown
International District.
Sue Taoka left the top post this
year to serve as executive vice president
of urban programs at ShoreBank
Enterprise Cascadia.
Texas Group Leader to Retire
Neighborhood Housing Services
(NHS) of San Antonio has announced
the retirement of Executive Director
Robert Jodon, effective Dec. 31.
He has held the top post for 15 years.
Since 1995, NHS has completed more
than 125 rehabs and built more than 300
new homes. The nonprofit organization
has also made more than 1,000 loans,
totaling more than $12 million.
Bulls Capital Appoints SVP
Bulls Capital Partners, LLC, has appointed
Robert Russell as senior vice
president and chief production officer.
He is responsible for sourcing and
structuring multifamily loan transactions.
Prior to joining Bulls Capital,
Russell held a similar post at Arbor
Commercial Mortgage. He previously
served as managing director at Wachovia
Securities and Credit Suisse.
Bulls Capital is a multifamily financial
service provider and Fannie Mae
Delegated Underwriting and Servicing
