HUD Appropriations Funding for 2008

Congress appropriates funds for current federal housing programs annually. Appropriations bills originate in the House of Representatives and then go to the Senate, which usually sets somewhat different funding levels in its version of the funding bill. Ultimately, a conference committee reaches a compromise between the varying House and Senate levels. Funding levels in the House and Senate versions of the appropriations bill for the Department of Housing and Urban Development (HUD) for fiscal 2008, which begins October 1, were as follows as of September 2007.

Public and Indian Housing

House: $16.33 billion

• $14.7 billion of which goes to renewals of expiring Sec. 8-based contracts
  
• $150 million for Sec. 8 rental assistance for relocation and replacement of housing units that are demolished or disposed of
  
• $48 million for family self-sufficiency coordinators
  
• $30 million for incremental Sec. 8 vouchers for non-elderly disabled families
  
• $1.35 billion for administrative and other expenses of public housing agencies

Senate: $16.6 billion

• $14.9 billion of which goes to renewals of expiring Sec. 8-based contracts
  
• $150 million for Sec. 8 rental assistance for relocation and replacement of housing units that are demolished or disposed of
  
• $50 million for family self-sufficiency coordinators
  
• $30 million for incremental voucher assistance through the Family Unification Program
  
• $75 million for incremental rental voucher assistance
  
• $1.35 billion for administrative and other expenses of public housing agencies

House: $6.5 billion

• $6.2 billion of which goes to expiring or terminating Sec. 8 project-based subsidy contracts, renewal, etc.
  
• Between $238 million and $286 million for performance-based contract administrators for Sec. 8 project-based assistance

Senate: $5.8 billion

• $5.5 billion of which goes to expiring or terminating Sec. 8 project-based subsidy contracts, renewal, etc.
  
• Up to $286 million for performance-based contract administrators for Sec. 8 project-based assistance

Public Housing Capital Fund

House: $2.44 billion

• Up to $10.1 million for activities under Sec. 9(h)
  
• Up to $15 million to support the ongoing Public Housing Financial and Physical Assessment activities of the Real Estate Assessment Center

Senate: $2.5 billion

• Up to $14.9 million for activities under Sec. 9(h)
  
• Up to $15.3 million to support the ongoing Public Housing Financial and Physical Assessment activities of the Real Estate Assessment Center

Public Housing Operating Fund

House: $4.2 billion

Senate: $4.2 billion

HOPE VI projects

House: $120 million, available until Sept. 30, 2008

Native American Block Grants
